The locked i7-4790 reaches a 4GHz boost at 84W, whereas the unlocked i7-4790K runs 400MHz faster and is a separate part. Check too that the chip is not the lower-power 65W i7-4790S or the earlier i7-4770.
Because this four-core, eight-thread chip was part of the 2014 Haswell Refresh, early 8-series LGA1150 boards such as H81, B85 and Z87 require a BIOS update to boot it. Native support comes on H97 and Z97 boards with DDR3 RAM.
