Which to buy used
The two are close in most games without ray tracing. The RTX 4070 uses far less power, has 12GB against 10GB, supports DLSS frame generation and is more likely to have warranty left. The RTX 3080 only wins if it is clearly cheaper and your power supply can already feed it.
